實在太感謝您了，還重新打包一個最新版的MSN, 當初小弟在裝新電腦時,拿之前版本安裝, 出現了 "1603" 錯誤（或許M$後來可能有加上版本比較吧!?）,用GOOGLE到處找資料，所得到的結果, 都無法解決問題。 只能用M$原廠的來安裝。

127.0.0.1 rad.msn.com
and save it, restart MSN.
Thank you very much for your reply! But I'm not that familiar with Command Prompt. I have opened Command Prompt by right clicking the Messenger file(under program files) and typed in echo 127.0.0.1 rad.msn.com>>%windir%\system32\drivers\etc\hosts But nothing shows up. Is it correct? Because that window still pops up.

This is Internet Explorer's or settings problem.
You can try this workaround:
open Command Prompt (DOS box),
echo 127.0.0.1 rad.msn.com >> %windir%\system32\drivers\etc\hosts
(This prevent MSN to get ad URL)
